Abstract
Never in the history of the U.S. Department Education has a more creative division been establish in support of ground breaking research for high education then FIPSE (Fund for the Improvement of Post Secondary Education). In this issue of CHANGE: The Magazine of Higher Learning FIPSE is recognized for investing in higher education reform.
On only two occasions had any entity received two consecutive grants from FIPSE, known for its competitive grants, Dr. Arias garnered three for his work in establishing project BESTNET as an international consortium for research, development and educational purposes to cause deep change in higher education.. In this issue of CHANGE Magazine, recognizing FIPSE's contributions to higher education, Dr. Arias is recognized for his innovative research and application as an enabler of a broad range of post-secondary reforms.
Interesting to note is that Dr. Arias was also lauded by the California Department of Education and formerly presented with a Charter fro the California State Assembly.
